Blue Fairy Godmother is a Premium Tsum. She is a Limited Time Event Tsum and is not available from purchasing Premium Boxes outside of the event. She was first introduced during the Japan Event Tsum Tsum 9th Anniversary Party (January 2023) and the International Event Tsum Tsum 9th Anniversary Party (July 2023). She is known as Star Goddess Blue Fairy in the Japanese version.

When you use the Blue Fairy Godmother ability, several special bubbles appear on screen. When one is popped, others in range also pop. Then, for a few seconds after that, you make those same bubbles from all chains. Bubbles made from longer chains have longer range, and that range goes up with level as well.
If possible, after clearing the initial bubbles, try to get a long chain that ends in the middle. If it's long enough, the generated bubble will clear the whole board.
