Surfing Stitch is a Premium Tsum. He is a Limited Time Event Tsum and not available from purchasing Premium Boxes outside of the event. He was first introduced during the Japan Event Sports Park! (August 2020) and the International Event Sports Park! (August 2021). In the Japanese version, he is also a voice Tsum.
